HEATER voltage
I have a Coleman California Cooperage spa that is not getting heat. I replaced the heater element and rechecked all the wiring. Everything seems to be fine with the wiring. Now it is filled and I'm waiting to see if it heats up. Am I right to assume that if I have 240 volts across the terminals of the heater element, it should be producing heat??

NO. If the element is open you will read 240v across the element cold pins. It would be just like taking a reading across L1 and L2 at incoming service.
