This is so disappointing.

We just moved into a house which has a hot tub in the back and we've cleaned it out and tried to start it up today with no luck at all. We have never owned a hot tub before so this is all brand new to us.

It is a leisure bay model 4000z. We have no manual on it, and the previous owner wasn't very forthcoming about it's condition. I am pretty sure it was manufactured between 2000-2003 as the house is only 5 years old.

It is a 110 unit with a dedicated circuit. The controller is a Leisure Bay Model CM-102G W/O BLR 1 BTN. It has an Air Pushbutton Controller on top and a knob on the side of the heater/controller. The heater is a 2" stainless flow thru about 15"-20" long.

After giving it a good cleaning, we filled it up and plugged it in. Nothing happened. I assume the pump was supposed to start as soon as I plugged it in? There is no on/off switch.

The cord has an attached GFCI switch which I tested and it seems to work fine. The light on the GFCI device glows showing that it is receiving power. However the heater does not seem to be working. I turned the heat control knob but the light on the side of the controller that indicates that the heating element is on will not come on. There is a reset switch, which I pressed, that seemed to do nothing.

The pump plugs into the controller, so I'm not sure if there is a problem with the pump since there already seems to be an elec problem with the controller. The whole unit -appears- to be in good shape so I'm not sure what step I should take to find the problem. Any suggestions?

You MAY have a cabinet open switch, that when you open the cabinet door, it cuts power to everything, for safety. If you still have the door open, try to close it and see if you get anywhere.
