Water flow surging
I just got a new hot tub this month, it was just installed last week and tonight I noticed a few problems.
1. The water surges, the flow of the water goes up and down.
2. We're not sure but think we smelled something smoldering.

Usually surging is caused by the pump cavitating (drawing in air) and loosing it's prime. Check water levels and plugged/dirty filters.
