Display gone bad!

I hope someone can help me with this. First the basic info:

- My spa is 6 years old. The electronics unit is a Turbo Touch model P22 made by Maddox Enterprises Inc (MEI).

- A couple weeks ago my spa sprung a leak. The rubber on the pressure switch gave out. I came out to the spa one morning and half the water was gone. The circuit breaker had tripped, although I have no idea how long the power was on when the water level was low. After taking things apart, I replaced the pressure switch, refilled the spa and turned the power back on.

Now for the problem:

Unfortunately, the spa has not operated correctly since I did the repair. The LED display has gone whacko and won't reset itself. Instead of a valid temperature, it always displays a backward L followed by 12, e.g. "L12" with the L backwards. There is also a flashing red dot in the lower-right corner of the display. The Econ lamp is solid, the heat lamp is flashing, and the Filter lamp is solid. All other indicators are off. Additionally, the heat LED on the circuit board is off. (I think it should be on when the water is cold.)

When I press the temperature buttons on the panel, nothing happens. The jets and spa light buttons work.

Using a multimeter I verified that 120V is being supplied to both ends of the heating element when the "L12" is displayed. I also verified the transformer is outputing 12.6 VAC to power the circuit board (looks correct). All fuses are good. I see no evidence of charred or burned electronics.

At this point I suspect the PROM on the circuit board must have lost its brains and needs to be replaced. I don't know how this would happen, but maybe it got fried when the unit ran with no water before the breaker tripped. Any other ideas on what to check?

Did you verify that the electronic control box and electrical stuff underneath was dry before you turned the breaker back on?

Yes, everything was dry before power was reapplied. The electronics, heating element, and pumps run OK power-wise (or so it seems) with no breakers tripping.
