More detail on you spa might be helpful. brand, age, etc
Is the spa trying to energize the heater? check voltage at heater connect Is the circulation pump operating? Do you have flow thru the heater? You should be able th feel the water coming from the output jet Is the flow switch working properly? you can remove it to check continuity if necessary
