Tub was re-installed to new location after being stored outside for a long time. Was told it was fully functional at one time. After new install. All pumps and ozone are working without and Display appears to show full functionality. Temp display shows current temp and lets you set heater set point. displays show it is "heat" mode, but No voltage measured at element. I am not experienced with tubs or controllers, but have basic trouble shooting skills. I bypassed a hi limit and pressure sensor and no change. any help ? Model no = P1 Serial no = 31060 I have some diagrams from back of panel, and it shows more Hi Limit and T stat switches than I can identify physically inside the controller. I attached a pick of controller hopeing someone could tel me more on trouble shooting procedures ????

You may have a bad relay on the circuit board. If the tub is running on 240, check the voltage to the heater again but to ground instead of across both terminals. If you come up with 120v it iis very likely you've got a bad relay.
