GFCI tripping off

I currently have a 2000 year model Freeflow Tempest SPA that uses a Balboa Lite controller, WH-LITELD-CCAJ. I recently drained, cleaned and re-filled the SPA. It was running fine and everything seemed normal. After a short time running, it shut itself off at the GFI, which is located on the 110v plug. When I reset the GFI, the pump starts up at low speed and runs for a short period and then the CFI trips. I have disconnected the heater and when I reset the GFI the SPA runs normally and does not trip the GFCI. I have tested the resistance of the heating element and it measures 14 ohms. I tested resistance from each terminal of the heating element to ground, after letting water flow thru the heating tube and get a resistance of 600 Kilo-ohms on one leg and 500 Mega-ohms on the other. I suspect that the heater is leaking voltage to ground. Do you concur? When I reconnect the heater and start the SPA the CFI trips again, as mentioned above. I just want to make sure that the heating element is bad before I purchase a new one. I guess my next question is why the heating element went bad after draining, cleaning and refilling the SPA. Is there something else that I have overlooked or someting I did wrong? Thanks
