Hot Springs Grandee Tripping 30AMP Breaker

I have a 1990 Hot Springs Grandee Spa. It's a 220v setup wired to the 2 breakers, a 20 (Jets, light and circ pump) and a 30amp (heater), both GFCI. It has sat unused (and drained) for about a year. I moved it to my house, installed it, and now the 30amp breaker will trip as soon as you flip the 20 amp breaker on. If you only have the 30 amp breaker on, leaving the 20 amp off, the 30 will not trip. It ONLY trips when the 20 amp is engaged. There are 2 plug in cables coming off the heater and plug in the control box. If i unplug the right one, the 30 amp breaker will not trip when the 20 is engadged. I plug that cable back in and pop goes the breaker. I tried swapping the two cables/plugs around and the same cable/plug always makes it trip, its not the recepticle part. With the one cable unplugged the circ pump will run and it seems like some hot/warm water is coming out. At this point you can hear the heater click on or off depending upon where you turn the dial on the front. But with the heat knob turned all the way up or down the same thing happens when I plug that right cable back in, pop!

Is my heater just toast???

Yes, sounds like one of the heaters is shot. Those are 2 seperate elements. Whichever one trips the breaker when it is plugged in needs to be replaced. It will heat with just one, but not as well.
