Ozonator Problems?

Help!
I am having an ozonator problem. No Ozone! I have a 2002 Artic Spa with a Gecko control circuit board. I replaced the original ozonator round cartridge with an eclipse cds-16 ozonator hoping to fix the problem.
The ozonator light did not glow blue when I plugged it into the spa and turned it on which would tell me it was working. I checked the voltage at the plug for the ozonator and it shows 120 volts which is correct but when I plug the ozonator into the control board the voltage drops to 4.5 volts A.C. and the ozonator does not come on.
I called del ozone about the problem and they said to send the unit back and they would replace it. I did this but the second one does the same thing. I did try to add 120 volts from a receptacle in the house and the blue light comes on. This is very discouraging. I do have some electronics background and I know that there should not be a 115 volt drop on the ozonator input. Could this be a relay causing the problem? I am an disabled veteran and I really need to use my tub but I cannot afford at this time to replace a whole control board. HELP!

You've got a defective 'item' on the circuit board supplying power to the ozonator.

But first, you must be sure you're measuring the voltage using both leads of your meter on the plug, and not one leg of the plug to ground or something like that.

If it's an active device such as a triac that switches on the ozonator, then you can indeed measure voltage there with no load if the device is told not to be energized... otherwise you've got a failed triac.

If it's a relay that supplies the power to the ozonator, then i'd suspect that the contacts are totally fried.

That said, just because you plug it in doesn't necessarily mean that it's supposed to be turned on at the time. Many systems will only turn on the ozonator at certain times (ie during filter cycle), and will turn them off during certain times (when jets or blower are turned on at the topside control panel).

So you kinda need to know or at least watch to see when certain conditions are being met for the ozonator to be turned on, failing that, I'd suspect that your board is hosed.
