This is my first spa, I got it used. Manufactured in 1994, 400 gallon. I have eveything hooked up, filled with water but I can't seem to get anything to work on it. In the control module there are 3 relays that look the same. I can close them (using a wooden dowel) and the timer starts to run. I can also get the spa light to work and the heater indicator light to come on. But the motors won't run. when I start cycling through the jet/ filter button, the relays will release and they won't close unless I do it manually.
None of the circuits are tripped from what I can see.

Do you not hear the pumps at all? If the pump does not turn on at all, then you may have a bad pump (older tub, this is very feasable). However, if you can hear the pump trying to run, but nothing ever kicks, you may just have an airlock.

I talked to a guy that is familiar with my kind of spa and he said it is the controller pack. The motors should work because one of them is brand new.
