Leak from some sort of relief valve?

Hello all,
Quick question. I have a Morgan Spa from 98 and it leaks water from some sort of a relief valve that comes off from the highest level in the jet system. Under pressure, it does not leak. Only when the jet is off. Is this some sort of pressure relief valve, or is it a air bleed valve? Again, it T's off from the highest point in the system and has small holes in it. My best guest is an air relief valve to keep air out of the system since it is located at the highest point in the system.
Your responses are most appriciated in advance. Thanks,

I used to work for Morgan - but that doesn't mean I slept in a holiday inn last night.

Honestly, your description is very perplexing/confusing.

Post a few photos of this valve/overall plumbing thing so we can see what you are looking at plz.

Without this, then all we can diagnose are words.

Thanks and we look foward from hearing back on this.

Here are the photos. I did my best to get in there.

That is a one way air intake valve. When the jets are on, they suck air through that port. What's happened is that the diaphram has deteriorated and the valve needs to be cut off and replaced. We don't carry those things, you may have to go back to Morgan to get them. Better yet, might want to install something that won't fail so easily like this: http://spapartsnet.com/Air-Knobs-Valves... 6_0_1.html You'll have to drill/cut a hole in the top of the spa shell (no big deal - 14 tpi or greater metal cutting blade on a jig saw) and drop one of these air knobs through it. Simply use some flex hose and an elbow or two and you should be done in less than 30 minutes or so.
