1991 LEISURE BAY REFILLED AND NO JETS

I own a Leisure Bay Hot tub that was manufacured in 1991. I've owned it for a couple years, since I've owned it, even when the pumps are turned off I can hear a buzzing from the spa control area. The switches up top are air controlled, not electronic. I drained my spa in May '07 and refilled it again in Nov '07. Things worked fine before emptying, aside from the buzzing. Once refilled, I turned on all the breakers and tried to turn it on and no water flowing at all, not even the slow speed circulating. I've drained and refilled before with no problems. Another thing to add, there is a "High Limit" reset switch that doesnt seem to do anything and feels very loose.
Model 10006 is what I found on top of the control unit.
Model B1010CLS is waht I found on the front of the control unit.

Also, when I depress the Jets button, the indicator comes on on the panel. Any ideas?

oops...left that out. I checked the fuse, it is still good. 0 ohms resistance on the fuse. Is there more than one?

You might want to look for burnt wires, and check the pump relay for proper operation (120v coil)

How about loosening the pipe at the pump, letting any air escape, then tighten it back up...sounds like vapor lock to me since my tub just did the exact same thing.
