just refilled, no heat, no jets....help!

I have a 1998 Sunrise Spas 7 seater, bought it used last fall, at the time it was filled & worked fine. After getting it home, I drained it completely, blew it out, made sure it would be fine for winter & let it sit.

So I finally get around to hooking it up this weekend. I had to fix a couple minor leaks, but otherwise it seemed to go OK.

The Circ pump DOES work, it comes on as soon as you throw the breaker.

However, my heater doesn't seem to work (water temp stayed at 45'F after 24 hours of running) nor does my pump come on.

The display seems to light up fine, it shows the current temp, touch it once to adjust the temp.
The circuit board has a sticker on it saying it was replaced in 2005.

I can hear AND see the relay for the pump clicking when the button is pressed, but the jet pump will not come on. I did remove the bleed screws to check & the pump is definitely full of water.

Any ideas?????
