1994 LA spa heater question.. more info

hello,I have looked around here and finaly had to ask a few questions...
After moving and a setting up a new to me 94 LA spa, i find out that the wet end is trashed( bad water),then after repair, i only have 1 speed (low).. i will troubleshoot this later...timer doesnt function(again a job for later),and several bad jets...

after repair of wet end,filling and checking flow,the water got to 89 degrees and stoped,with cover on....total run time 5 hours
I checked the voltage at relay(233),and element(233),then checked amp draw(it was drawing)....no change in temp
the next step was pull out the fittings and doing a is it "loaded up or burnt out visual check".
The element looked fine wasnt loaded up with deposits,again checking amp draw and voltage.and turning the dial up making shure that the relay was puled in.... it was, on a scale of 1-10, the relay pulls in at 9.5 and it kicks back out,,,, not calling for heat at about 9.... so the heater is heating you can feel warm water.... but nothing like the 100 + degree it should...

so give me you ideas... and sugestions...please........ thank you Jim

update... after testing and looking things over this morning i decided to just turn it on with cover on and keep a eye on it......
water started out at 86 degrees.....
45 min later no voltage going to heater,contactor poped out....and the heat control wont do anything.....usually it will click at the water temp,and then pull in contactor...
so what controls contactor...?, how do i check relay....?,or is this a thermostat problem........

can i jump out the pressure switch and or the thermostat................???
