Blinking red light that turned into a no Green (ready) Light

Our Hot Springs Sovereign was drained, cleaned, and refilled without disconnecting the power. When it started up the power indicators was blinking so I followed the instructions shutting down the spa for 30 seconds and then turning it back on. It took some effort. The light would go solid red, but then the green light started to blink. Eventually I got the spa to a point where it was heating up and seemed functional.

Then last week the power went out and when I found it the power indicator was blinking red. I turned off the power to the hot tub and then turned it back and things seemed to work ok but the hot tub only heated up with the Jets running. Since I've turned off the jets the hot tub will not heat. The power light is solid red, but the ready light is off, and the temp is reads 90F, not the 103F it is set for.

Any suggestions one what i can look for?

First thing to check is the circulation pump. Make sure that it is pumping water up through the bottom.

If it is, then you need to check for voltage at the heater relay and continuity at the heater itself.
