Cal Spa 5300 No Heat After Refill

I powered off, refilled, and powered on my Cal Spa 5300. Shortly after I noticed the low speed pump running all the time and then noticed there was no heat. Actually the heat was at 80, but would never go above.

After reading in this forum, I figure it is the pump that was keeping the temp at 80. I believe the heater is never coming on. The heater light is not coming on, so I checked the pressure valve. It is working. I measured voltage across the heater (heat exchanger) and I get nothing.

There seems to be similar situations described in the forums. In those cases, the guess appears to be that the board is bad, but there is no confirmation on whether this was the problem.

I have a multimeter, but I am not sure what to check next before resorting to a new board which is expensive and a pain. I would appreciate any thoughts on further diagnostics.

The system board is Balboa 2000. I have posted a picture and indicated where I check the heater voltage. Please let me know if I was checking it incorrectly.

Are you getting an indicator for heat on the top control panel? Error indications?

Heat indicator light does not illuminate. No error codes displayed.

Should this model have some sort or hi limit switch? I have looked for one, but can't find it.

they're electronic sensors, not switches.

You need to be sure you have adequate water flow. This is the normal thing after refilling the spa. Air lock prevents water from flowing through the circ pump.

Solved

I was worried I needed a new board, but the spa tech came out and reset the tub. I wasn't around so I am not sure what it entailed, but it is working again for about a hundred bucks.
