Caldera elation no heat, no codes.

I have a Caldera elation spa that is working great as far and flow, jets etc. But no heat. My panel is saying 87 degrees. When I hit the up arrow to set it to 103, it never goes up and its been 2 days. I opened the side up and looked at the circuit board, and there are 2 lights on it that say lim ok and heater on. Both are on, but Im not getting any heat. No burn marks on board. Can hear click on and off when going past 87 degrees. Have taken filter out. Any suggestions as to what may be causing no heat? Most likely it is a problem with the "heater relay board" which is the circuit board on the left side of the main control box. You can check to see if there is voltage going to the heater at the relay if you have a meter.
