Dreammake X-400 not retaining/recovering heat quickly

I just purchased a new Dreammaker X-400 spa last week and am having issues with heat retention and recovery. When using the spa (starting at about 103 degrees), the water temp cools about four degrees within an hour. The heater is running, trying to keep up with the heat loss. It takes a couple of hours with the cover back on the tub to recover from the heat loss.

Is this normal? Is there any way to increase the heating capacity of the heater, so that it will recover from the temp loss more rapidly (or better yet, keep up with the loss of temp)? Any help would be appreciated!
