Everything WORKS, But heater. Can get it to flicker............

I have a tub that is in its own cabinet. Everything works, but the heater. The tub is 240V, it is a hercules spa pack, I know that they are out of business. I have a cord from the control panel up top that has 8 volts going to it. if i flick these wires together I can hear the heater relay click on and my heat light will come on the control panel. If I just hold them together it will not run. The previous owner thinks it may go to a thermocoupler??? We don't know.

Somebody has to know what is going on here. Now that it is after labor day weekend I will start calling some local places, I will post anything I find.
