Heater Nuts Glowing Red

I have the following heating housing and element:
Today I smelled something burning, opened up the control box and saw that the two screws that come out of the top of the heating housing were glowing red hot and the rubber from the wire that runs to it was smoking. Any idea what might cause this? I'm assuming it's not normal...

I may be wrong, but it sounds like you had no flow through the heater and the protection device (high limit or flow switch) malfunctioned.
