Spa information: Leisure bay I think the year is around 2000 to 2003 but not for sure. Turbo touch control. 230 v circuit. Topside control electronic type with digital display. Two pumps, jets A (two speed) and jets B (single speed). Thermostat- topside digital. Heater, is electric attached to back of turbo touch control pack.
Just a little more information about the spa. I bought it used a couple a weeks ago. The guy i bought it from told me everything was good except that the pump B (jets B) does not work. When I got it filled with water I tried pump B. motor will come on and it tries to pump but just will not. an occasional splurge form the jets then a few bubbles. It acts like it is getting air form somewhere and can not prime. I took the pump apart and nothing seems out of place.
He replaced about $1700 worth of things 2 years ago. a new controller pack, heater, blower, and the pump A (two speed). He did not replace the single speed pump B. I have got everything hooked up and water filled above the skimmer opening. Filter is removed for now until i get things running correctly. If i press "jets A" the pump comes on and the light beside the heat (on the controller up top) comes on (indicating it is heating i am guessing). the pump will shut off by itself after 30 minutes. when the pump is running the heater is heating. but it will not heat when the pump is cut off or when it cuts off automatically. I have the automatic heater / filter set for eight hours. So I would assume it would maintain a close temp through out the day which it will not. Yesterday i constantly monitored the spa and would cut "jets A" on every 30 minutes after it automatically shut off. It finally raised the temp to 96 F. When i went to bed I left the spa on for automatic heater / filter but the water temp this morning was 74 F!!!! The heater did not heat (set temp is at 104 F) or even maintain the current temp.The outside temp here this morning was around 52 F so it was not too cold. When everything is off about every 20 minutes or so i can hear the "pump A" come on (low speed i think) then back off after about 10 seconds. Am I missing something here? Also, when the heater, pumps A or B, blower, or light is on there is a red light indicator that comes on beside it. I say this because everything is good except when i cut the "jets A" off it shuts off but the red light blinks. Cut "jets A" back on and the light goes solid. "jets B" light comes on when pump is running (just will not pump, much) when "pump B" is off the light goes out as i suppose is normal.
would "pump B" not working correctly cause the heating issue even though it is "pump A" that is plumbed through the heating element? When the spa is set for "automatic heating / filtration" should the pump stay on longer than the 10 seconds or so that it does now? I wouls assume since i have it set for 8 hours it would run for 4 hours twice a day. Am I wrong?

Does anyone have the slightest clue as to what the problem may be? Why will it not heat up unless the jets are on high? why will it not maintain its temperature? Why will iy not run longer than 30 minutes?

I am sure that the single speed pump is bad, but would that cause problems with the two speed pump? If anything should the two speed pump still operate correctly with the heat?
