No heat on a old great Lakes Spa

Back in April this year my wet end bearing went out and leaked into the motor in which recked the motor. Last week I ordered a new pump and motor and installed it. Filled it up with water and started it up and everything is working except the heat light does not come on. Checked fuses all okay, next checked voltage across the 2 heater elements and
get no voltage. I then ohmed out the pressure switch and still no voltage. Everything else works both speeds, lights, blower except heat. What else can I do to try to get it going before I have to buy a new circuit board. This a Balboa board #54003. Or is there a place that repairs circuit boards, sorta on a tight budget here. I found a board for 186.00...but that is a little steep for me right now. Need some more ideas to check.
THANKS

What is your temperature setting?

the water temp. is 50 degrees. I set it to 90 and it ran for 8 hours and never left 50 degrees.

I noticed when I turn the power on, the first relay clicks in (hi-limit) but the relay next to it ( heater) does not kick in. Is there a way to test relay or see where I'm losing power to heater relay?

Not unless you can troubleshoot down to component level - and a forum is not a place to teach anything like this, especially with the wide range of voltages involved.
Best guess at this point, if you're relays aren't kicking in, and your temp is set correctly and you have no error messages, then it's time to replace the board.

Well I finally ordered a circuit board $172.00, think I got a god deal.
Should be here 3-4 days. Now is there anything special that needs to be done when I install it? Ya I know shut power off, but other than that.
Thanks

take a perfect macro level digital photo of the inside of the box so you don't get wires screwed up when you remove the old one.

I don't recommend wire tags alone - a photo is a good backup.

post some digital photos of your spa control system.

Without that, nobody here knows what you have.

Make, models, and serial numbers mean nothing on these things.

well I finally got her up and running...I had to readjust the flow switch.. I kept turning it till I heard the rely kick in, don't know if that is the right way but it is working.......Thanks Pageup for your help
