jacuzzi z120 heating issues

hello to all thanks for reading this. i just received a jacuzzi Z120. filled it up and turned it on. 7 hours later there was no sensable increase in water temp maybe 2 or 3. i opened the electrical panel. i have 120V across the heater and.011 ohms (off mode). i read a post by SWINE, so i pulled the temp sensor off and it stoped running reconnected it and ran again (tells me it is good). thermostate is on high, red light BUT not flashing (heat mode) is on, pump in low mode, all fuses good, motor runs no problem if i cycle the temp setting from low to high, the relay clicks on and my meter shows 120 to heater terminals. can any one please tell me what to look at next. i read another post here that it can take.2 degrees/hr with cover. will all due respect i find it hard to believe considering it is only 68 degrees outside. thanks so much! Your OHM reading can't be right, unless maybe you have the meter set on a different scale?

Do you have a cover?

The spa should gain about 2F/hr if covered, and won't heat at all if uncovered.
