Response You have a jet that is blocked or one that has bad seals inside. Jets have two sources, one is water, the other is air (where the bubbles come from). If the water output gets blocked it will backup into the airline and appear at the air knob.
You need to determine which jet isn't putting out the correct amount of water flow, and possibly clear it, or remove it and make a determination about the condition of the seals if it uses them (we're talking about little o-rings here).
